The two wood lined solid brass bars act as an adjustable clamp for holding on to small parts while piercing or filing. The flat profile makes it much easier to pierce with the guillotine than the same job would be in a ring style clamp. The clamping action also saves your fingers from having to strain to hold on to tiny little parts. Set the screws, and the clamp takes all the strain.
